According to HIAC's international legal background, the international convention on the recognition of studies, diplomas and certificates in higher education in Asia and the Pacific was adopted in Bangkok in 1983 in accordance with the UNESCO Constitution. It was the first international convention under the auspices of UNESCO to recognize state and non-state certification bodies as equivalent to diplomas issued in their name. According to the convention, „...the contracting states further undertake to take all necessary measures to speed up the effective functioning of these non-state national certification bodies”. In 1990, the Soviet Union also made the provisions of the convention into law. In 1996, the Higher Expert Qualification Committee, HEQC (Высший Зкспертно - Квалификационный Комитет, ВЗКК) was established as an independent, nonprofit organization, whose founders included many state organizations, such as the Ural State Technical University.
The main tasks of the HEQC by statute are:
- determination of the list of specialties in which specialists of the highest qualification are trained, and awarding academic degrees and titles according to the nomenclature of specialties approved by the Presidium of the International Interacademic Union.
- methodological management of dissertation councils related to the performance of the functions of awarding academic titles through a special subdivision – the Higher Interacademic Attestation Commission, HIAC (Высшая Межакадемическая Аттестационная Комиссия, ВМАК).
- implementation of activities related to the mutual recognition (nostrification) of diplomas of higher education and academic degrees and titles.
Non-state diplomas and certificates issued on the basis of a HIAC certificate are completely legal, equivalent to a state certificate, and do not require special recognition.

Then it was decided to register the Academy as a legal entity.
